CSUEU Email Campaign for Full Salary Steps: Your Voice Needed

The CSU Chancellor addressed state legislators at a budget hearing in February and said, on the record: "With the Governor’s proposal as it is now, we can go back to the table and complete the Compact in full form."

We intend to hold Chancellor Mildred Garcia to it! Unlike last year's broken promises, the CSU has no more excuses to delay providing full Salary Steps to us this year.

We Are Gearing Up for Action!

We have had contract campaign kickoff meetings at nearly every campus, and at every meeting members have shown a clear desire to fight for a strong contract. Coming out of these meetings, campus Contract Action Teams (CATs) have developed concrete plans to increase union visibility and actions on campus.

The kickoff meetings have highlighted that our members are willing to take escalating actions should the CSU fail to meet our demands. In order for action to be successful, we need to be united and organized. Join the CAT to make sure your campus is ready.

Our contract expires on July 1, 2026. From now until then, we must demonstrate to the CSU that we will do whatever it takes to win the contract that we deserve.

CSU's Unionized Workforce Calls for Full Funding

Gov. Gavin Newsom’s budget proposal this year gave us a very strong start. And 35,000 CSU career staff and student workers are counting on the state Legislature to follow through and adopt a budget that fully funds higher education in California.

CSUEU President Catherine Hutchinson joined with leaders from the CFA, Teamsters 2010, and UAW 4123 at a press conference this week (March 18) to urge elected leaders to adopt a budget that fully funds the five-year compact they have with the CSU.

Powerful allies speaking up in support of workers included Assemblymember Mike Fong and Lorena Gonzalez, President of the California Federation of Labor Unions.

"We have struggled with stagnant wages for far too long. Last year’s partial implementation of salary steps did not go far enough. In fact, it fell short of Management’s promise made to staff to bring us up to market-level wages. Bargaining Update: Management Puts Negotiations on Slow Track

CSUEU's Bargaining Team presented our opening contract proposals back in January, and so far, here's the total number of negotiation sessions we've had with Management: ZERO.

Among the many issues we want to address are standardized performance evaluations, usage of Temporary Workers, and contracting out. We are ready to bargain but need the Employer to provide dates.

We'll keep calling out CSU leadership on their stalling tactics. On the one hand, they tout Staff as the key asset that helps students succeed but refuse to provide the one thing that would help us: full steps to make our lives easier.

Big Union Win: Student Workers Successfully Organize at Gavilan College

Student workers at Gavilan Community College in Gilroy are making history. About 100 student workers have organized to form the Gavilan Student Workers Union and have recently won recognition at PERB, becoming one of the first student worker unions at the community college level in California.

Their efforts were inspired in part by the organizing victories of CSU student workers. CSUEU is proud to stand in solidarity with these student workers as they organize and build power on their campus.

Their victory shows that when workers come together, they can create real change, and it reflects a growing movement of student workers across higher education demanding respect, fair treatment, and a voice on the job.

Members Kick Off Contract Campaign on Campuses

CSUEU leaders are visiting each CSU campus to shape our plan to win for our upcoming contract negotiations.

Hundreds of staff and student assistants have attended our Contract Campaign Kickoff meetings so far, and more meetings are coming up this month. See a full schedule here.

So far, the vibe is clear: Union members are fed up with excuses and broken promises from the Chancellor's Office. We are willing to fight — to do whatever it takes — to win a strong contract this year.

First Contract Win for Custodians Contracted Out at Monterey Bay

Employees at UG2, a custodial contracting service used by CSU Monterey Bay, voted to join CSUEU last year. They just finished negotiating their first contract and won new rights and benefits.

These employees fought for and won job security, freedom from discrimination and unfair discipline, and raises between 3% and 7%.

Even when the CSU tries to undermine worker protections by contracting out our members' work, we can build our power by making sure every job is a union job.

In the News: Cal State Unions Push to Cap Executive Pay, Shield Raises for Organized Workers

Our Union is actively supporting several legislative bills that will hold CSU management more accountable to how public funds are used and how it compensates workers.

The CSU uses a small state statutory loophole whenever it wants to back out of bargaining agreements with workers. We saw this last year when it broke its promise for full salary steps implementation for staff.

Our Union supports AB1818, legislation sponsored by Teamsters 2010, that will eliminate this loophole. Read EdSource's interview with CSUEU President Catherine Hutchinson about our support for this legislation.

Another bill, AB1831, would cap pay for CSU administrators, contractors and managers at 125% of the governor’s salary. Union members are also voters and we can use our political power to push for legislation that lifts up workers!

Union Honors Brenda Brown's 25 Years of Service

Brenda Brown has worked in the labor movement for nearly 40 years. She’s heard all the jokes from younger workers, such as, “Did you have phones when you first started organizing?”

Yes, she did. Brenda grew up in the era of “landline” phones when there was an all-knowing "Operator" you could reach by pressing "O."

The CSUEU Board of Directors honored Brenda’s distinguished 25-year union service with a retirement celebration at their February meeting.

2026 is already a big year for STRIKES!

6,000 San Francisco educators said "enough is enough" and began their strike this week.

And they won't be the only education workers going on strike this year.

Los Angeles teachers (UTLA) authorized a strike, and SEIU Local 99 (who represents support staff like our union) at LAUSD are currently voting to strike.

31,000 frontline health care professionals at Kaiser in UNAC-UHCP have entered the 3rd week of their strike.

An additional 3,000 pharmacy technicians and lab workers in UFCW working at Kaiser joined the strike this week.

Workers in California are realizing their power. We are the engine moving our state's record breaking economy, but we are not getting our fair share. When we come together and take action, we can win the contracts we deserve.

CSUEU Bargaining Team Begins Contract Negotiations with Opening Proposal of Demands

It's official - we've delivered our opening proposal to kickstart contract negotiations with CSU Management. Called the "Sunshine Proposal," posted here, it is our Union's initial proposal outlining the issues we want to bargain over this year.

Vice President for Representation Jessica Dalton and Vice President for Organizing Erin Foote both addressed the Board of Trustees this week stressing the urgency of the moment for the Chancellor's Office to do right by workers.

Accompanying our proposal is a video featuring members speaking to the core issues that need fixing, such as, the chronicle abuse of temporary hires and contractors; unpaid salary steps; and the unchecked rollout of shared services and AI - all done without bargaining or accountability.

"The crisis facing CSU staff is not accidental. It is the result of deliberate policy choices made by the Chancellor’s Office. These decisions destabilize staff and weaken the support students rely on every day. Long Beach Auxiliary Workers Win Election!

Over 700 student workers at Beach Shops and ASI Long Beach won their election to join our union! Long Beach is now a wall-to-wall union campus. That means that no matter what type of work is happening on campus, whether its in dining halls, the rec center, or childcare facilities, and whether it is work done by students or staff, it is union work. We are all fighting for contracts this year together in ONE UNION in ONE FIGHT!

New Year Message from CSUEU President

Two weeks into 2026 and our Union is firing on all cylinders. Let me share with you what we have lined up and how every member is integral to our plan to win.

As you know, our contract expires on June 30. This is the year we enter into full negotiations with the Employer over pay, working conditions, and anything else that relates to our job and working life.

Let me be clear: We are demanding full Salary Steps implementation, and we will do everything in our power - up to and including withholding our labor - if CSU management continues to make excuses to deny us fair wages we can live and build a future on.

Chancellor's "CSU Forward" Plan Stumbles

On January 5, Chancellor Mildred García issued a message describing the CSU as aligned, collaborative, and committed to becoming an “employer of choice,” including an announcement about a one-time 3% payment for certain employees. We want to provide clarity and respond directly to that message.

The CSU is trying to create divisions between employee groups and use what would be a heavily-taxed bonus to bait employees into giving up base-building raises.

The Chancellor has chosen to move forward unilaterally with one-time payments for managers, administrators, and confidential employees - while excluding union-represented employees. That decision does not reflect meaningful collaboration or alignment. >> More

Long Beach Auxiliary Student Workers Will Vote In Union Election on January 20

Over 800 student workers at Beach Shops and ASI Long Beach, which are private-sector campus auxiliaries, have organized to join CSUEU.

Students working in dining halls, the rec center, childcare, and more services on campus will vote to become one union with staff and student workers at Long Beach.

CSU Executives Get Pay Raises While Staff Are Tossed a "Bonus"

Talk about hypocrisy! While telling its essential workforce there's just not enough funds to provide staff with fair pay, the CSU Board of Trustees voted to upgrade their compensation plan for campus presidents, with 13 executives seeing their base increases from 5% to 20% (retroactive to July) while others will get their performance-based raises in next year.

"They have the money to increase executive compensation that would add to their future pension, but tell their Staff we are not worthy of that - we only deserve a heavily taxed bonus," said CSUEU President Catherine Hutchinson. "For a place that loves to promote how diverse, inclusive and equitable they are, they sure know how to exclude the backbone of the system."

Union Action!
CSUEU members joined with our Labor Coalition partners for a loud demonstration at the Board meeting on Tuesday (Nov. 18). We called on the Administration to use the $144 million state loan to move Staff closer to the full steps promise they made.

Judge Disciplines CSU Lawyers for Using AI-Generated Documents in CSUEU Unionization Case

College students who turn in AI-generated homework riddled with errors would be reprimanded, yet the Chancellor's Office is submitting legal documents to the state's employment board that would fail in Writing 101, as reported by EdSource.

The CSU is trying to block Resident Assistants (RAs), the student workers who work in on-campus dorms, from joining our Union. They turned in a brief that used fake quotations, clearly generated by ChatGPT, to write the document. And they were caught!

We will continue to fight for the rights of ALL student workers. If the CSU wants to keep denying this right, they will have to use real (human) lawyers to justify their position.

SEIU CA 2025 Convention Brings Union Members Together to Help Select Candidates

Democracy is union made, and SEIU California members from across the state showed up, spoke out at the annual convention where workers help select our political leaders.

Our vote is our voice, and when 600,000 workers join together to promote pro-worker legislators, that's where our power lies.

ICE Forcibly Separates Cal State Long Beach Family

A CSUEU member at Cal State Long Beach and his family are living the nightmare of what happens when Immigration and Customs Enforcement knocks on your door these days.

As part of the continuing ICE crackdowns on immigrant communities, federal agents came for the dining worker's wife recently and deported her to Mexico.

Agustin Frausto, a friend and co-worker on campus, set up a Go Fund Me account to help the family with legal expenses, travel, and living costs. Our union brother will need to take time off work to help his wife resettle and adjust. "This moment is a reminder that we are always fighting for our rights and dignities together," said Agustin. "Please consider donating if you can. Even a small amount will show our union brother he is not alone during this difficult time."

CSUEU Agrees to Re-Open Bargaining Over Full Implementation of Salary Steps

We are taking the fight for Steps to the bargaining table

This year, CSUEU members marched in lockstep to pressure the state to fully fund the CSU in the 2025-26 budget. With thousands of emails and in-person advocacy at the state Capitol, we beat back the initial and devastating 7.95% proposed cut in January to 3% in May to 0% (ZERO!) in the final budget.

The Legislature had our backs by offering a novel funding option to the CSU: A zero percent interest loan to ensure the Chancellor's Office would keep their contractual promises to Staff and provide the needed salary reform after 26 years of a failing open range system.

Every member should be extremely proud of the work we did together to ensure that the Legislature kept their promise and fund the University, which makes CSU’s decision to deny full implementation of Steps even more infuriating.

How Does Artificial Intelligence (AI) Impact Your Work?

The CSU recently made a significant investment in artificial intelligence, and where the AI revolution takes our society is unclear. But as University workers, we most definitely have an important role in shaping how we use the technology to perform our job. CSUEU's AI Advisory Committee has put together a survey to gauge Staff's attitudes, familiarity, and experiences with AI. The survey will also collect feedback to identify areas where training and support are needed. Take a minute to complete the short survey; we'll share results next month!

What to Know About Steps Implementation on Oct. 1

CSUEU President Catherine Hutchinson sent a message last week providing an update on the status of Salary Steps. As the message noted, on Oct. 1, the CSU will place CSUEU-represented employees on the next salary step above their current pay, except those already at the top of the scale.

This is a partial implementation of the salary structure we fought for. We are not stopping until we win full Steps implementation. Read the FAQ for more information about the difference between partial and full implementation and what to expect in 2026.

Take Action this Labor Day

This Labor Day, come together with fellow union members by participating in actions happening around the state. Union members everywhere are leading the charge in defending workers' rights by mobilizing with their communities. Now more than ever, we must rise above the attacks on workers.

Whether its federal workers having their union contracts cancelled or immigrant workers being attacked at their workplaces and homes, the Federal government is making the lives of working people harder. CSU Labor Coalition Standing Strong Together

Chancellor Mildred García invited union leaders to a meeting last week, and we regret to inform our members nothing of much substance came of it.

We expected the Chancellor to have better answers to some of our shared concerns regarding raises, unnecessary job loss, program eliminations, and other issues. Unfortunately, García responded in general with deflection.

Introducing the CSUEU AI Committee!

Artificial Intelligence (AI) is rapidly reshaping organizational structures, work roles, and service delivery across industries – including Higher Education. Within CSU, the capacity to adapt and integrate AI technologies will be critical to the success of our campuses, students, and staff.

CSUEU represents 30,000 career staff and student assistants across five bargaining units. To make sure your voice is part of this transition, we’ve created the CSUEU AI Advisory Committee. The Committee's role is to:

Gather feedback from members
Plan ahead for how AI may change our work
Support our Union as we work with CSU

Unit 15 NEO Agreement Reached

We have finally moved CSU management to agree to our proposal for conducting new employee orientations for student assistants. Beginning in November, student assistants will be able to earn 30 minutes of paid time to attend an orientation session held by union members.

Student Assistants will be able to learn about their rights in the workplace and connect with organizing efforts for their first contract.
